General Purpose:
The Solid Waste Superintendent is primarily responsible for managing the daily collection of garbage, recyclables, green wastes and certain household hazardous wastes from Loveland's 23,000 + residential homes. Prepares and administers an annual operating budget of $4.3 million and an annual capital equipment budget averaging $1.4M. The Superintendent leads and manages a staff of 24 full-time employees and 5 part-time employees.
Essential Job Functions:
The Superintendent is responsible for planning and implementing programs and projects related to the collection of refuse, recyclables, green wastes and certain household hazardous wastes. Develops and implements effective educational and promotional programs related to waste reduction and recycling. Represents the division at various governmental and professional meetings and events. The Superintendent may occasionally assume the duties and responsibilities of the Public Works Operations Manager upon his absence.
The Superintendent prepares and administers a $4.3 million annual operating budget. Elicits suggestions and recommendations from subordinate crew supervisors and staff regarding the division's needs. Makes budget recommendations to the Operations Manager regarding needed equipment, staff, materials, programs, etc. Ensures that allocated funds are wisely and effectively expended. Utilizes a computerized work management system to assign and monitor a variety of tasks, and to document costs. Tracks employee work hours and daily quantities of collected refuse, recyclables and green wastes. Prepares and monitors a series of monthly cost/revenue performance metrics to ensure our various programs and services are effective and efficient.
Plans, assigns and reviews the work of subordinate crew supervisors and employees. Is responsible for employee hiring, performance evaluations, disciplinary action and terminations. Assists subordinate employees in problematic areas.
The Superintendent is responsible for all facilities and equipment used by the division. Ensures that all equipment and facilities are operating effectively and safely. Assesses the division's needs for capital improvements and equipment acquisitions.
Is responsible for developing, implementing and evaluating training programs to assure that all division employees are performing safely and to their potential. Provides training to subordinate employees in the safest and most effective methods of accomplishing work assignments.
The Superintendent receives and responds to inquiries and complaints from citizens, community organizations, city officials and department managers. Occasionally presents information to various community groups and City Council. Is responsible for municipal code enforcement relating to Solid Waste Collection and Recycling and Accumulations of Waste Material.
Performs related duties as required and necessary.
