The Colorado Rocky Mountain SWANA Chapter held its first technical program luncheon on February 21, 2006. The technical program presentation by Jerry Henderson and Cindy Smith, Colorado Department of Public Health and Environment (CDPHE) highlighted SB-05-141. Mr. Henderson stated that municipal solid waste landfills were required by January 1, 2006 to submit an amended waste characterization plan for management of these wastes to CDPHE. Facility waste acceptance procedures aimed at minimizing the disposal of lead-acid batteries, used oil and waste tires must be implemented by July 1, 2007. One of the more interesting features of SB 05-141 concerns waste tires. Tires that have been residentially generated may no longer be disposed of at a municipal solid waste landfill after July 1, 2007. However, commercial tires may still be disposed at municipal solid waste landfills after this date. Tire monofills having a Certificate of Designation will be permitted to continue acceptance of both residential and commercial waste tires. Landfills and transfer stations may also still collect residential and commercial tires for recycling. Ms. Smith stated the current schedule to implement SB 05-141 will begin in the summer/fall 2006 with stakeholder meetings. The regulations developed from these meetings will be subsequently presented to the Colorado Board of Health in January 2007.
