Solid Waste User Tipping Fee Changes

During this year’s legislative session House Bill 07-1288 increased the tipping fees, effective July 1, 2007, that in part creates a new fund called the Recycling Resources Economic Opportunity Fund. This fund is managed by the Pollution Prevention Advisory Board and will award grants for the following purposes.
- Recycling, beneficial use, and reuse;
- Public private partnerships that promote waste diversion, recycling, recycling markets, the beneficial use of discarded materials, or other recycling-related uses;
- Developing or expanding local economic infrastructure for the sustainable use of discarded materials, or other Recycling-related uses;
- Developing or expanding local economic infrastructure for the sustainable use of discard materials;
- Providing local incentives to develop or expand markets for recycled products;
- Developing or expanding local recycling infrastructure;
- Undertaking sustainable resource education programs;
- Developing or implementing sustainable resource plans or programs for the use or collection of organic matter, household hazardous waste, electronic scrap material, or other discarded materials;
- Providing assistance in collection with the development or improvement of integrated waste management plans by local governments;
- Cleaning up illegal waste dumping; and
- Reducing waste tire stockpiles
To ensure that facilities pay the appropriate fees, revised HSRF reporting forms reflecting the new fees will not be distributed until late July or early August. This is being done to avoid inadvertent use of the new form and paying the wrong fee for the second calendar quarter of this year.
For your use at the gate the Solid Waste User Fee structure beginning July 1, 2007 will be:
- For Non-NPL sites:
- $0.09 per vehicle (autos, station wagons, vans)
- $0.17 per non-commercial vehicle (pick-ups, trailers)
- $0.27 per cubic yard for commercial and other vehicles
- $0.90 per ton, commercial and other
- $1.35 per 1,000 gallons
- For NPL sites:
- $0.10 per vehicle (autos, station wagons, vans)
- $0.19 per non-commercial vehicle (pick-ups, trailers)
- $0.30 per cubic yard for commercial and other vehicles
- $1.00 per ton, commercial and other
- $1.50 per 1,000 gal.
The Non-NPL fee schedule is for all solid waste facilities in the state except two that are associated with National Priority Listed sites under the federal Superfund program. Please note there will be two revised forms: One for Non-NPL sites and one for NPL sites. Please make sure you submit the form appropriate for your site.
