Scholarship Policies And Procedures

  1. Introduction

    The following policies and procedures are established to provide for the selection of Committee Members, the criteria for selection of scholarship awards, and the overall management of the Colorado SWANA Scholarship Program.

    1. Applicability

      The Colorado SWANA Scholarship Program administers scholarships to meet three specific needs, including:

      1. The SWANA Grant H. Flint International Scholarship Awards Program
      2. The Colorado SWANA College Scholarship Program
      3. The Colorado SWANA Training Scholarship Program
      Each of these scholarship programs is described in more detail in subsequent sections.
    2. Selection of Committee Members

      At the beginning of each fiscal year, the Colorado SWANA President, with Board concurrence, shall appoint two or more Board members to the Scholarship Committee. The appointed members shall serve during the fiscal year of their appointment unless relieved of this duty by the President.

    3. Responsibilities of Scholarship Committee Members

      The Scholarship Committee shall meet as required to consider applications for scholarships originating from Colorado SWANA members, and shall recommend approval or denial to the Board for its consideration. The Scholarship Committee meetings may be in person or by conference call as required to provide timely recommendations to the Board.

      If the child or employee of a Scholarship Committee member is under consideration for a scholarship, the Committee member shall recuse him/herself from consideration of the application. The President shall appoint a temporary Committee member, if necessary, to assist in consideration of these applications.

    4. Responsibilities of the Colorado SWANA Board

      The Board shall consider the recommendations of the Scholarship Committee, and shall act upon these recommendations in a timely manner. The Board's actions may be taken in person at a regularly scheduled Board meeting, or by telephone or email voting.

  2. Grant H. Flint International Scholarship

    1. Administration

      The Grant H. Flint International Scholarship Program is administered by SWANA's International Scholarship Committee under the criteria established in SWANA's Management and Administrative Policy MA-26. This SWANA Policy encourages each SWANA chapter to select and recommend applicants residing in their chapter area by forwarding the recommended application(s) to SWANA.

    2. Responsibilities of the Colorado SWANA Scholarship Committee and Board

      Upon receipt of an application(s) from a Colorado resident, the Colorado SWANA Scholarship Committee shall review the application(s) for conformance with the requirements of MA-26. The Committee shall work with the applicant(s) to complete any missing requirements. When the application(s) is deemed complete, the Committee shall make its recommendation to the Board, which shall act on this recommendation and forward it to SWANA.

  3. Colorado Swana College Scholarships

    1. Administration

      At the beginning of each fiscal year, the Colorado SWANA Board shall establish, at its sole discretion, a budget for scholarships for higher education (university, college or community college level). Once approved, the budget for scholarships may only be increased by a vote of the Board. The Scholarship Committee will consider scholarship applications using criteria established in this Policy, together with the budget approved by the Board, and shall make recommendations to the Board for its consideration.

    2. Applicability

      Applications for college scholarships shall be considered when originating from a Colorado SWANA member, a member's child, or a member's employee. In the case of a member's employee, Colorado SWANA may, at its sole discretion, require the employee to become a member (during the term of the scholarship, at a minimum) as a condition of scholarship acceptance.

    3. Criteria for Award

      Each applicant shall submit data required to allow evaluation of the application according to the following criteria:

      1. Academics (e.g., GPA, ACT or SAT Scores, Academic Honors)(40%)
      2. Community and Extracurricular Activities (e.g., Student Organizations, Sports, Volunteer Activities, Research Internship/Assistanceship)(40%)
      3. Essay (20%):
        1. The applicant shall develop an essay of not more than two single sided pages in a font not less than 11 point.
        2. For freshman or sophomore year scholarships, the essay should describe need and general academic interests.
        3. For junior or senior year scholarships, the essay shall describe need and applicability of the academic program to an environmental or solid waste career.
    4. Ranking and Selection of Awards

      The Scholarship Committee members shall evaluate each application, apply a ranking to the application(s), and recommend the top ranked applicant(s) for consideration by the Board. The Committee's ranking(s) and the Board's decision(s) shall be final and not subject to appeal.
  4. Colorado Swana Technical Training Scholarships

    1. Administration

      At the beginning of each fiscal year, the Colorado SWANA Board shall establish, at its sole discretion, a budget for scholarships for technical training (Colorado SWANA technical training, SWANA certification training, college short courses or similar training courses related to solid waste management); once approved, the budget for scholarships may only be increased by a vote of the Board. The Scholarship Committee will consider scholarship applications using criteria established in this Policy, together with the budget approved by the Board, and shall make recommendations to the Board for its consideration.

    2. Applicability

      Applications for technical training scholarships shall be considered when originating from a Colorado SWANA member or a member's employee. In the case of a member's employee, Colorado SWANA may, at its sole discretion, require the employee to become a member (during the year of the scholarship, at a minimum) as a condition of scholarship acceptance. If more than one application is received from a single employer, Colorado SWANA may, at its sole discretion, provide a single scholarship to the employer for use at its discretion, or provide lesser scholarships to the individual applicants.

    3. Criteria for Award

      Each applicant shall submit data required to allow evaluation of the application according to the following criteria:

      1. Description of the technical training.
      2. Statement of need.
    4. Ranking and Selection of Awards

      The Scholarship Committee members shall evaluate each application, apply a ranking to the application(s), and recommend the top ranked applicant(s) for consideration by the Board. The Committee's ranking(s) and the Board's decision(s) shall be final and not subject to appeal.
